First, finish the "Where Winds Return to Celestial Realms" quest. This exploration quest, located in the Shores of Last Breath, involves straightforward combat encounters. Although completable in one session, it's a time investment. This quest is crucial; Nightmare Tempest Mephis' arena remains inaccessible until its completion.

Secondly, locate all Dream Patrols in the Shores of Last Breath. Completing them isn't necessary; simply discovering their locations on your map suffices.
