The story synopsis on the website states, "Jason and Lucia have always known the deck is stacked against them. But when an easy score goes wrong, they find themselves on the darkest side of the sunniest place in America, in the middle of a criminal conspiracy stretching across the state of Leonida — forced to rely on each other more than ever if they want to make it out alive."

Jason, a former Army soldier, is trying to escape his troubled past. After finding himself in the Leonida Keys, he now works for local drug runners. His encounter with Lucia could be his ticket to redemption or further downfall.

Lucia, on the other hand, learned to fight from her father at a very young age. Her rough upbringing led her to the Leonida Penitentiary. Upon release, she's determined to make smart moves to secure a better life for her mother, a dream they shared since their time in Liberty City. Fresh out of prison, Lucia sees a life with Jason as her chance to change her fortunes. Players will follow their journey through the vibrant Leonida Keys, alongside a diverse array of characters.

A Conspiracy Theorist, Local Vice City Legend, Seasoned Bank Robber, and More

In addition to the protagonists, Rockstar Games introduces several key characters in the game. Jason's friend, Cal Hampton, is a conspiracy theorist who trusts everything he reads online. Despite his paranoia, he enjoys life in the Keys and assists Jason with his larger schemes.

Vice City's streets are ruled by local legend Boobie Ike, who transformed his street life into a legitimate empire, including real estate, a strip club, and a recording studio. The game also delves into the music industry, featuring characters like Dre’Quan and the music duo Real Dimez.

On the criminal side, Raul Bautista is a seasoned bank robber known for his daring heists. Brian Heder, a veteran drug runner, operates a smuggling business in the Keys and offers Jason a rent-free place to stay in exchange for help with local shakedowns.
