Atlus producer Kazushi Wada reiterates the unlikelihood of Persona 3 Portable's female protagonist (FeMC), Kotone Shiomi/Minako Arisato, appearing in Persona 3 Reload. This decision, explained in a recent PC Gamer interview, stems from significant development costs and time constraints.

While initially considered, particularly during planning for the post-launch Aigis DLC, incorporating the FeMC proved unfeasible within the allocated resources. Wada emphasizes the substantial development time and expense, stating that adding her would have been far more demanding than creating the Episode Aigis DLC.

The February release of Persona 3 Reload, a complete remake of the 2006 classic, omitted the FeMC, disappointing many fans. Despite fan requests, Wada's comments definitively rule out her inclusion, even as DLC, within the current timeframe. He expresses regret for dashing fans' hopes, stating that it's highly improbable she will ever be added.

This aligns with his previous statements to Famitsu, where he highlighted the considerable development hurdles and costs associated with adding the FeMC, estimating them to be several times greater than those of the Episode Aigis DLC. Therefore, despite the FeMC's popularity in Persona 3 Portable, her appearance in Persona 3 Reload remains highly improbable.
