You can take them to a cobbler or blacksmith and select the repair option, which brings up a menu where you can choose which items to fix and see the associated costs. These costs may be reduced if you've taken perks in the Craftsmanship skill that offer discounts on NPC repairs.

Alternatively, you can repair your shoes yourself if your Craftsmanship level is high enough. To do this, you'll need a Cobbler’s Kit, which can be bought from various vendors, including cobblers and blacksmiths, or found in chests and looted from NPCs. To use the kit, access your inventory, select the Cobbler’s Kit, and press the interact button (E on PC). This will open a menu displaying damaged items that can be repaired.
