While his propaganda team believes social manipulation is sufficient, Denise Gough’s Dedra Meero recognizes the need for a more direct approach. The Empire plans to install a group of radical rebels to create chaos, thereby justifying their intervention to seize the calcite under the pretext of restoring order.
